In the "Wizard of Oz" behind the scenes, he says he is going to slice up the Witch character for animation. What did he mean by that and how is it done?

I think what he means is the
I think what he means is the same as why in the Predator behind the scenes a soldier didn't have arms. The witch too had a moving arm and so he probably cut the arm to be a different part so it can move separate from the rest of the body.
