Really, Buffs? Belle and Sebastian? That's about the least scary thing I can think of (but maybe I'm just missing something).
I tend to go for dark, moody music around Halloween. A lot of contemporary classical stuff, like Bartok and Shostakovich string quartets, Penderecki's Threnody for the Victims of Hiroshima, Ligeti's Atmospheres or pretty much anything by George Crumb.
Also, can't go wrong with the Italian group Goblin, The Residents' Eskimo album, or some of the creepier improvs from King Crimson's Starless and Bible Black.
But perhaps the ultimate Halloween album for me is Heresie by a Belgian chamber-rock group called Univers Zero. The first track, "La Faulx," sounds like the soundtrack to an unspeakable ritual, summoning the many-tentacled Great Old Ones from their eons-long slumber. I'm getting shivers just thinking about it.

Some are not scary, but they do have some ghostly themes. :)

Buffs and Bloke... you guys rock! I'm stunned. Hm... yeah, I don't think I could add to that at all... it's completely beyond my bush league offerings.
Alexs, your post gave me a thought - "Night on Bald Mountain," by Moussorgsky. Some of you probably can't help but think of the Fantasia animation drawn to accompany that piece. If you haven't seen Disney's Fantasia, here's this scene as a little Hallowe'en warm up, from this "classic" (couldn't resist) of early animation. Enjoy.
