My answer to ur question is: What i just said, they are corupt with power and had nothing better to do, even more so becuase you are of a different race! Honestly, I always thought it was, and thats here in america.
There's a set sped limit and you need to be following it at all times, now I know (especially where I live, you can get a ticket for being a mile over or under, but thats my town.) but I figure, if you go over you obviously pose a threat to other drivers, if you go under you're just making it hard on everyone else, in return you get a ticket.

I can only speak for the UK and France, but no there isn't a minimum speed limit.
You do not have to drive at the speed limit either, but at a speed appropriate to the conditions - hence the "20 is plenty" campaigns near schools in 30 zones.

There should be a minimum speed requirement on the motorway, but there isn't. The slower the car in front is travelling to you, the less time you have to react - so driving slow can be dangerous.
